What does Elhub approval mean?

Elhub is the Norwegian data hub that manages all metering and customer information in the power market. To act as a participant in the market - either as a collector of meter data or as a third party with access to consumption dataData from electricity meters - the foundation for billing, balance settlement and market processes in the power market. - formal approval from ElhubNational hub for metering data and market processes in the Norwegian electricity market. is required.

The approval means that Tvimenning has completed and passed Elhub's system tests for all relevant message types and processes, and that our systems are in full conformance with the BRS specifications that Elhub requires.

For our customers, this means one thing: you integrate through SAMTYGD, our integration layer, which is already tested, approved and in production - not a system that is still under approval.

Approved market roles

Approval is granted per role, and each role has its own set of processes. Below is what each of them gives you.

Role 1

Metered data collector

DDE - Metered data collector

As an approved Metered Data Collector, Tvimenning can collect, validate and report meter values to Elhub on behalf of grid companies and metering companies. The role covers the full spectrum of metering point types and ensures correct delivery to the market.

  • Reporting of meter values for profiled metering points
  • Reporting with error handling and corrections
  • Reporting for non-profiled consumption metering points
  • Reporting for production metering points
  • Reporting for combined and exchange metering points
  • Withdrawal and replacement of meter values
Read the DDE specification at Elhub
Role 2

Third party

AG - Third party

As an approved Third Party, Tvimenning can retrieve and process meter data and master data on behalf of end users and market participants. The role enables integration with Elhub for services that require access to consumption data with consent.

  • Creating and terminating third-party access for metering points
  • Requesting and receiving master data from Elhub
  • Receiving meter values and PPC for profiled metering points
  • Receiving meter values for non-profiled metering points
  • On-demand request for meter values
  • Handling of timestamps in outgoing messages (BRS-NO-313, BRS-NO-315)
Read the AG specification at Elhub
Role 3

Grid access provider

DDM - Grid access provider

As an approved Grid Access Provider, Tvimenning can send the grid company's market messages to Elhub: create, activate and close metering points, handle move-in and move-out, and keep master data current. It is the role with the most processes, and it is carried by SPIRA, SEFTA and GJELDE.

  • Create, activate, deactivate and remove metering points, with rollback
  • Move-in and move-out reported to the grid owner, with date correction
  • Update and correct master data as grid owner
  • Change of settlement method and estimated annual consumption
  • Receive supplier switches, end of supply and meter values from Elhub
  • Response to the supplier (BRS-NO-601) and reminders for meter values (BRS-NO-314)
Read the DDM specification at Elhub
Role 4

Supplier of last resort

SLR - Supplier of last resort

When an end user has no supplier, the grid company is obliged to supply. SLR is the role the grid company uses for those customers in Elhub, and as an approved Supplier of Last Resort, Tvimenning can handle their start of supply, master data and basis for settlement. The role is carried by GJELDE.

  • Start of supply under the supply obligation (BRS-NO-104)
  • Move-in under the supply obligation, with rollback (BRS-NO-123, BRS-NO-133)
  • End of supply (BRS-NO-202)
  • Update and request master data as supplier
  • Bulk move of the whole portfolio between suppliers (BRS-NO-305)
  • Requests for meter values, basis for settlement and to the grid company (BRS-NO-315, 324, 601)
Read the SLR specification at Elhub
Role 5

Metered data responsible

MDR - Metered data responsible

As an approved Metered Data Responsible, Tvimenning can take the grid company's responsibility for meter values being established and validated: receive meter readings from the supplier, follow up Elhub's reminders when values are missing, and request meter values when needed. The role has few processes, but this is where the reminders arrive. It is carried by GJELDE.

  • Receive meter readings from the supplier (BRS-NO-311)
  • Reminders for meter values for profiled metering points (BRS-NO-314)
  • Reminders for meter values for non-profiled metering points (BRS-NO-314)
  • Request for meter values (BRS-NO-315)

What does this mean for you as a customer?

Building and maintaining an Elhub approval is demanding. It requires in-depth knowledge of the market documentation, close dialogue with Elhub, and a system that handles all message types correctly - including edge cases.

When you use Tvimenning, you don't have to carry this burden yourself. You get Elhub compliance as part of the platform, not as a separate project.

The system approval is done

You do not have to build and system-approve your own integration. You take the actor approval yourselves, and we help you through it.

All 71 message types in the approved roles

All message types in the five approved roles are covered and tested against Elhub.

Continuous updates

When Elhub updates specifications and requirements, we handle the adaptations - not you.

A known path to production

The integration is already tested against Elhub. What remains at go-live is your own data and the actor approval.
